The Malaysian Communications and Multimedia Commission (MCMC) indicated that, despite previous regulatory communications and official notifications with the parties concerned, the restriction came into force today as a result of repeated misuse of the Grok tool and the perceived inadequacy of X and XAI responses\u3002<\/p>\n

In a statement issued today, the Commission stated that, in view of the fact that the Grok tool had been used on many occasions to produce \u201cobscene, indecent and offensive content, as well as altered and involuntary images, including relevant material concerning women and minors\u201d, it had ordered \u201ctemporary restrictions on access by Malaysian users to the Grok artificial intelligence tool\u201d\u3002<\/p>\n

The regulator disclosed that on 3 and 8 January, it had issued circulars to X and XAI requiring the two enterprises to implement \u201ceffective technical protection and content auditing mechanisms\u201d to eliminate the generation of artificial intelligence elements that violated Malaysian law, including the relevant provisions of section 233 of the Communications and Multimedia Act 1998\u3002<\/p>\n

HOWEVER, THE MALAYSIAN COMMUNICATIONS AND MULTIMEDIA COMMISSION INDICATED THAT X HAD FAILED TO RESPOND ON 7 AND 9 JANUARY\u3002<\/p>\n

THE COMMITTEE NOTED THAT \u201cTHE RESPONSES SUBMITTED BY (X COMPANIES) RELY PRIMARILY ON THE ACTIVE REPORTING MECHANISM OF THE USERS AND FAIL TO ADDRESS THE INHERENT RISKS ASSOCIATED WITH THE DESIGN AND OPERATION OF THIS ARTIFICIAL INTELLIGENCE TOOL\u201d. THE COMMISSION ADDED THAT THIS RESPONSE WAS CONSIDERED \u201cNOT SUFFICIENT TO PREVENT THE OCCURRENCE OF HARM OR TO ENSURE THAT ENTERPRISES COMPLY WITH THE RELEVANT LEGAL PROVISIONS\u201d\u3002<\/p>\n

The Commission therefore adopted restrictive measures as \u201ca combination of preventive and proportionate measures during the advancement of relevant legal and regulatory procedures\u201d\u3002<\/p>\n

The statement stressed that \u201cthe access restrictions for the Grok tool will remain in force until effective protection mechanisms are in place, especially those that effectively prevent the generation of harmful content affecting women and children\u201d<\/p>\n

The Malaysian Communications and Multimedia Commission has indicated that it remains ready to further communicate with X Corporation and XAI, provided that \u201cthe relevant business proves that it has complied with Malaysian law\u201d. At the same time, the Commission calls on the public to actively report harmful content on the Internet and, if necessary, to the police\u3002<\/p>\n
