GATES EXPLAINED IN A LONG ARTICLE PUBLISHED ON HIS PERSONAL WEBSITE IN AUGUST THAT AI WOULD LOWER THE THRESHOLD FOR CYBERATTACKS AND BIOTERRORISM AND ALLOW OFFENDERS WITH LIMITED CAPACITY TO LAUNCH ATTACKS AGAINST INFRASTRUCTURE SUCH AS HOSPITALS, FINANCIAL INSTITUTIONS, WATER AND ELECTRICITY. IN HIS VIEW, THE SAME MODEL COULD HELP BOTH THE DEFENSIVE SIDE AND THE ATTACKER TO EXPLOIT THE LOOPHOLE, AND THE EXISTING MECHANISM COULD NOT BE FULLY DIVIDED BETWEEN TWO USES\u3002<\/p>\n

He suggested that the Government needed to set up a cross-sectoral body to coordinate matters of national security, employment, education, public health, etc., and to establish an international governance framework with other countries. With reference to nuclear weapons verification and international aviation rules, Gates advocated the establishment of joint surveillance of cross-border risks and, with respect to employment shocks, the involvement of workers, businesses and communities in policy discussions\u3002<\/p>\n

On 28 September, in an interview with the NBC Meet the Press, the co-founder of Microsoft Bill Gates warned that AI's ability was sufficient to promote events that had killed a billion people. He stressed that the risk lay in the use of the latest AI tools by malicious persons, which he considered to be more powerful than any weapon in the past. Gates explained in a long article published on his personal website in August that AI would lower the threshold for cyberattacks and bioterrorism and allow offenders with limited capacity to launch attacks against infrastructure such as hospitals, financial institutions, water and electricity. In his view, the same model could help both the defensive side and the attacker to exploit the loophole, and the existing mechanism could not be fully divided between two uses.
