IF GDP WERE TO GROW SO MUCH, ECONOMIC THEORY WOULD ARGUE THAT NEW INDUSTRIES AND INNOVATIONS MUST BE BORN TO SUSTAIN ECONOMIC EXPANSION ON SUCH A SCALE.”

As Clark makes this statement, Anthropic is preparing for the first public collection, expected to take place in November, to be valued at up to $2 trillion (the current exchange rate is approximately RMB 13.41 trillion)。

At present, humans still have control

CLARK SOUNDED THE ALARM TO POLICYMAKERS, REMINDING THEM OF THE SPEED OF DEVELOPMENT OF AI. AN INCREASING BODY OF EVIDENCE SUGGESTS THAT THERE MAY BE “UNUSUAL POINTS” - THE PACE AT WHICH AI DEVELOPS BEYOND HUMAN CONTROL。

HE ADDRESSED HUNDREDS OF GOVERNMENT AND FINANCE OFFICIALS: “WE SHOULD EXPECT THAT THE PACE OF DEVELOPMENT IN THE ENTIRE FIELD OF SCIENCE WILL ACCELERATE IN THE COMING YEARS, NOT ONLY AI. THIS CAN LEAD TO CHAOS AND CONFUSION, WHILE CREATING GREAT WEALTH, BUT ALSO TO GREAT RISKS.”

AI IS AT THE HEART OF THIS ANNUAL IMF AND WORLD BANK SESSION: ON THE ONE HAND, AI, AS THE ENGINE OF GROWTH, CAN PUT PRESSURE ON HIGH ENERGY PRICES; ON THE OTHER HAND, IT COULD THREATEN ECONOMIC STABILITY IF AI FAILS TO DELIVER ON ITS PROMISE OF PRODUCTIVITY CHANGE, TRIGGERING A COLLAPSE IN STOCK PRICES。

OFFICIALS ARE ALSO CONCERNED THAT AI WILL DESTROY SOME OF ITS POSTS AND THAT SOME COUNTRIES WILL LOSE THEIR RANKS IN THIS WAVE。

Clark, a former journalist and current “public interest leader” of Anthropic, paints an optimistic outlook: AI will be a force multiplier for scientific discoveries, helping to solve problems in mathematics, engineering and biology, including the development of new medicines; and human scientists can work with hundreds of AI assistants。

HE SUGGESTED THAT COUNTRIES COULD PARTICIPATE IN THE AI REVOLUTION BY BUILDING A DATA CENTRE COMPUTING INFRASTRUCTURE THAT WOULD SUPPORT AI OPERATIONS。

Best controls in biological research

CLARK WARNS THAT GLOBAL LEADERS NEED TO IDENTIFY THE POWERFUL CAPABILITIES OF AI FOR THE FUTURE AND MAKE REGULATORY CHOICES AS SOON AS POSSIBLE。

“THE USE OF AI FOR SCIENTIFIC RESEARCH AND THE RISKS OF MISUSE OF ITS RESULTS, INCLUDING BIOLOGICAL WEAPONS, CYBER-WEAPONS AND DANGEROUS THINGS THAT WE CANNOT CURRENTLY IMAGINE, REQUIRE MUCH CHOICE.”

AI HAS BEEN ABLE TO GENERATE NEW TYPES OF VIRUSES, AND THEREFORE THE BIOLOGICAL RESEARCH FIELD NEEDS “THE MOST STRINGENT MECHANISMS OF MANUAL SURVEILLANCE AND INFORMATION TRANSPARENCY TO ENSURE SAFETY”。

ALTHOUGH THERE HAVE BEEN A NUMBER OF RECENT EVENTS OF GREAT CONCERN: AIS HACKING INTO WEBSITES AND DATABASES OUTSIDE THE TEST ENVIRONMENT, CLARK BELIEVES THAT AI IS STILL UNDER HUMAN CONTROL. HOWEVER, AS AI CAPACITY CONTINUES TO INCREASE, ONLY A FEW SHORT YEARS REMAIN TO ESTABLISH A WINDOW FOR SAFETY PROTECTION。

CLARK ALSO ADMITTED THAT AI WAS CAUSING JOB LOSSES IN AREAS SUCH AS CALL CENTRES, PASSENGER SERVICE AND HIGH-INFILTRATION AI.
