  • Artificial intelligence is a new field of human development, an important driving force of the new round of scientific and technological revolution and industrial change, and can also be an international public good for the benefit of humankind. Artificial intelligence brings unprecedented opportunities for development, but also unprecedented risks and challenges. In the age of intelligence, only by working together can we give full play to the potential of AI while ensuring the safety, reliability, controllability and fairness of its development, and ultimately implement the relevant commitments of the United Nations Future Compact and its annex, the Global Digital Compact, in order to create an inclusive, open, sustainable, fair, safe and secure digital and intelligent future for all.
  • To this end, we propose the Action Plan for Global Governance of Artificial Intelligence, calling on all parties to take effective action and work together to promote the development and governance of global artificial intelligence on the basis of the goals and principles of goodwill for the people, respect for sovereignty, development orientation, safety and control, fairness and universality, and openness and cooperation.
  • I. Seizing Artificial Intelligence Opportunities Together. We call on governments, international organizations, enterprises, research institutions, civil society organizations and individual citizens to actively participate in and cooperate with each other to accelerate the construction of digital infrastructure, jointly explore cutting-edge innovations in AI technology, promote the popularization and application of AI globally, and maximize the release of the potential of AI in empowering the global economic and social development, and helping to implement the United Nations 2030 Agenda for Sustainable Development, and addressing global challenges.

At the same time, the safety of the aforementioned AI systems should be regularly assessed, and intellectual property rights such as patents and software copyrights should be respected.
