• Artificial intelligence is a new field of human development, an important driving force of the new round of scientific and technological revolution and industrial change, and can also be an international public good for the benefit of humankind. Artificial intelligence brings unprecedented opportunities for development, but also unprecedented risks and challenges. In the age of intelligence, only by working together can we give full play to the potential of AI while ensuring the safety, reliability, controllability and fairness of its development, and ultimately implement the relevant commitments of the United Nations Future Compact and its annex, the Global Digital Compact, in order to create an inclusive, open, sustainable, fair, safe and secure digital and intelligent future for all.
• To this end, we propose the Action Plan for Global Governance of Artificial Intelligence, calling on all parties to take effective action and work together to promote the development and governance of global artificial intelligence on the basis of the goals and principles of goodwill for the people, respect for sovereignty, development orientation, safety and control, fairness and universality, and openness and cooperation.
• I. Seizing Artificial Intelligence Opportunities Together. We call on governments, international organizations, enterprises, research institutions, civil society organizations and individual citizens to actively participate in and cooperate with each other to accelerate the construction of digital infrastructure, jointly explore cutting-edge innovations in AI technology, promote the popularization and application of AI globally, and maximize the release of the potential of AI in empowering the global economic and social development, and helping to implement the United Nations 2030 Agenda for Sustainable Development, and addressing global challenges.
• II. Promoting the innovative development of artificial intelligence. We will uphold the spirit of openness and sharing, encourage bold attempts and exploration, build various international scientific and technological cooperation platforms, create an innovation-friendly policy environment, strengthen policy and regulatory coordination, promote technical cooperation and transformation of achievements, reduce and eliminate technical barriers, jointly promote breakthroughs in AI technological innovation and sustained development, and deeply explore the "Artificial Intelligence +" open application scenarios to enhance the level of global AI innovation and development. open application scenarios, and enhance the level of global AI innovation and development.
• III. Promoting Artificial Intelligence to Empower Thousands of Industries. Accelerate the construction of global infrastructure such as clean power, new-generation networks, smart computing power and data centers, improve the layout of AI and digital infrastructure with interoperability, promote the construction of a unified computing power standard system, support countries, especially the global South, in developing AI technologies and services in the light of their own national conditions, and help the global South to genuinely engage in and apply AI, so as to promote the inclusive and universal development of AI.
• V. Creating a diversified and open innovation ecosystem. Give full play to the roles of governments, industry and academia, as well as other multifaceted subjects and platform mechanisms, jointly promote international exchanges and dialogues on AI governance, build transnational open source communities and safe and reliable open source platforms, promote the opening and sharing of basic resources, lower the threshold of technological innovation and application, avoid duplication of investment and waste of resources, and promote the universality and accessibility of AI technology services. Promote the construction of an open source compliance system, clarify and implement technical safety guidelines for open source communities, promote the open sharing of development resources such as technical documents and interface documents, strengthen the construction of open source ecosystems such as upstream and downstream product compatibility and interconnection, and realize the open flow of non-sensitive technical resources.
• VI. Actively promoting the supply of quality data. To promote the development of artificial intelligence with high-quality data, cooperate to promote the free flow of data in an orderly manner in accordance with the law, explore the construction of a global mechanism and platform for data sharing, and cooperate to create high-quality datasets, so as to inject more nutrients into the development of artificial intelligence. At the same time, we will actively safeguard individual privacy and data security, increase the diversity of AI data corpus, eliminate discrimination and prejudice, and promote, protect and preserve the diversity of the AI ecosystem and human civilization.
• VII. Effective responses to energy and environmental issuesAdvocating the concept of "sustainable AI". Advocate the concept of "sustainable AI", support the continuous exploration of innovative resource-saving and environmentally friendly AI development models, jointly formulate AI energy and water efficiency standards, and promote green computing technologies such as low-power chips and high-efficiency algorithms. Encourage dialog and cooperation on AI development for energy conservation and jointly find the best solutions. Promote AI-enabled green transformation and development, climate change response, biodiversity conservation and other areas, expand the application of AI technologies in related areas, strengthen international cooperation and share best practices.
• VIII. Promoting consensus on standards and norms. We support the promotion of dialogue among national standard-setting bodies, relying on international standard organizations such as the International Telecommunication Union, the International Organization for Standardization and the International Electrotechnical Commission, attaching importance to the role of the industrial sector, accelerating the formulation and revision of technical standards in key areas such as safety, industry, ethics, etc., and establishing a scientific, transparent and inclusive normative framework in the field of artificial intelligence. It will actively eliminate algorithmic bias, balance technological progress, risk prevention and social ethics, and promote the inclusiveness and interoperability of the standards system.
• IX. Public sector takes the lead in deploying applications. The public sector in each country should become a leader and demonstrator in the application and governance of artificial intelligence, actively prioritize the deployment of reliable artificial intelligence in public services such as health care, education and transportation, and strengthen international exchanges and cooperation. At the same time, the safety of the aforementioned AI systems should be regularly assessed, and intellectual property rights such as patents and software copyrights should be respected. It will strictly observe data and privacy protection, actively explore the orderly trading of training data in accordance with the law, and jointly promote the compliant open utilization of data to enhance public management and services.
• X. Carrying out artificial intelligence safety governance. Timely research and judgment of AI risks will be carried out, targeted prevention and response measures will be proposed, and a security governance framework with broad consensus will be constructed. Explore classification and hierarchical management, establish an AI risk testing and assessment system, and promote the sharing of threat information and the construction of emergency response mechanisms. Improve data security and personal information protection specifications, and strengthen data security management in training data collection, model generation and other aspects. Increase investment in technology research and development, implement safety development specifications, and improve AI interpretability, transparency, and safety. Explore a traceable management system for AI services to prevent misuse and abuse of AI technology. Advocate the establishment of an open platform, share best practices, and promote international cooperation on AI safety governance on a global scale.
• XI. Joint implementation of the Global Digital Compact(c) Actively implement the relevant commitments of the United Nations Future Compact and its annexed Global Compact. • XIII. Building an inclusive governance model with multi-stakeholder participation. Support the establishment of an inclusive governance platform based on public interest and the participation of various types of subjects. Encourage AI enterprises from various countries to carry out dialogues and exchanges, draw on their respective application practice cases in different fields of AI, and promote AI innovation, application, and ethical and safety cooperation in specific fields and scenarios. Encourage various research think tanks and international forums to set up global and regional exchange and cooperation platforms to ensure that AI researchers, developers and governance departments in various countries maintain technical and policy communication.

With the theme of "Intelligent Era and Common Ground", the 2025 World Conference on Artificial Intelligence has set up five major sections, including conferences and forums, exhibitions and displays, competitions and awards, application experience, and innovation incubation, to comprehensively display the latest practices of AI technology frontiers, industrial trends and global governance. The exhibition area of the conference exceeded 70,000 square meters for the first time, attracting more than 800 exhibitors; more than 3,000 cutting-edge exhibits made a concentrated appearance, the scale of which was the largest ever.
