The requirement for service providers to add watermarks to artificial intelligence generation content will also be delayed until November 2026. AI noted that parliamentarians also supported the inclusion in the revised Artificial Intelligence Act of a provision prohibiting strip-to-face use. At present, there are no specific rules on the prohibition, although it provides that “an artificial intelligence system equipped with effective security safeguards to prevent users from generating such images will not be subject to the prohibition”. This vote exposed businesses operating in Europe to longer periods of policy uncertainty. The European Union had previously missed the deadline for the issuance of key guidance documents on a number of occasions and had adjusted parts of the bill, which had led to repeated delays in the corporate compliance process. It is not clear whether the proposed changes will be on the ground by the original August deadline, as the European Parliament does not have the power to unilaterally amend EU law.
