THE SCHEME COVERS AI SCIENTIFIC RESEARCH AND TECHNOLOGY DEVELOPMENT ACTIVITIES THAT MAY POSE ETHICAL RISKS WITHIN THE COUNTRY, REQUIRING THAT THE ETHICAL REQUIREMENTS OF SCIENCE AND TECHNOLOGY BE INTEGRATED THROUGHOUT THE PROCESS, GUIDED BY THE SEVEN PRINCIPLES OF PROMOTING HUMAN WELL-BEING, RESPECT FOR THE RIGHT TO LIFE, ADHERENCE TO FAIRNESS AND JUSTICE, REASONABLE CONTROL OF RISKS, TRANSPARENCY, PROTECTION OF PRIVACY, AND ENSURING CONTROLLABILITY AND CREDIBILITY。
In the context of the review mechanism, the Scheme establishes four types of procedures: general procedures are to be decided within 30 days of acceptance; emergency procedures apply to emergency situations such as public emergencies and must be completed within 72 hours. Each unit is required to set up an ethics committee for artificial intelligence technology as the subject of responsibility, and if it does not, it can be entrusted to a professional service centre。
The Scheme simultaneously issues lists of high-risk activities subject to expert review, covering three categories:
(b) Research and development of human integration systems that have a strong influence on human subjective behaviour, emotional and life health
Development of algorithmic models, applications and systems with the ability to mobilize public opinion and guide social awareness
Development of a highly autonomous automated decision-making system for safety and health risk scenarios。
