- One is to strengthen the guiding principles of cybersecurity
- The second is to add elements that promote artificial intelligence security and development
- Thirdly, further integration with the Civil Code and the Personal Information Protection Act in the protection of personal information
- Fourth is the further improvement of the relevant penalties。
Wang Zhang further explained that the draft amendments to the Cybersecurity Act responded to new developments in practice and modified the legal liability regime in a “small-cut” manner. After the first trial, the draft amendments will be further refined in the light of various comments:
- First, it is proposed to add a provision on cyber security that would uphold the leadership of the Communist Party of China (CPC), follow the general concept of national security, integrate development and security, and advance the building of a powerful network。
- Second, in response to the need for artificial intelligence governance and development, it is proposed to add a framework provision on artificial intelligence security and development, the main elements of which would be to support the development of key technologies, such as artificial intelligence fundamentals and algorithms, and to advance the development of artificial intelligence infrastructureImproved artificial intelligence ethics and enhanced security risk monitoring and assessment:: Innovation and enhanced regulation of artificial intelligence security to promote the healthy development of artificial intelligence。
- Thirdly, there is a further improvement of legal liability, with a view to further improving the penalties for some of the violations, as well as a further strengthening of the interface with the Civil Code and the Personal Information Protection Act with regard to the protection of personal information。
