People's governments of provinces, autonomous regions and municipalities directly under the Central Government, and the ministries, commissions and agencies directly under the State Council:

In order to deeply implement the "Artificial Intelligence +" action, promote the extensive and deep integration of artificial intelligence with various economic and social industries and fields, reshape the paradigm of human production and life, promote the revolutionary leap of productive forces and deep-level changes in production relations, and accelerate the formation of a new form of intelligent economy and intelligent society with human-machine synergy, cross-border integration, and co-creativity and sharing, the following opinions are hereby put forward. The following comments are hereby made.

I. General requirements

Guided by Xi Jinping's thought of socialism with Chinese characteristics in the new era, implementing the new development concept in a complete and accurate manner, adhering to the people-centered development ideology, giving full play to China's advantages of abundant data resources, complete industrial system, and vast application scenarios, strengthening forward-looking planning, systematic layout, industry-specific policies, open sharing, security and control, focusing on science and technology, industry, consumption, people's livelihood, governance, and global cooperation, and deeply implementing the "AI+" action. Focusing on science and technology, industry, consumption, people's livelihood, governance, global cooperation and other areas, we will implement the "AI+" initiative in depth, so that a number of new infrastructures, new technological systems, new industrial ecosystems and new jobs will emerge, so as to accelerate the cultivation and development of new productive forces, enable the entire population to share the fruits of the development of AI, and provide better services for the modernization of China.

By 2027, it will take the lead in realizing the extensive and deep integration of artificial intelligence with 6 key areas and a new generation of intelligent terminals,AgentThe application penetration rate of such applications exceeds 70%, the core industry scale of the intelligent economy grows rapidly, the role of artificial intelligence in public governance is significantly enhanced, and the open cooperation system of artificial intelligence is constantly improved. By 2030, China's artificial intelligence comprehensively empowers high-quality development, the popularization rate of new-generation intelligent terminals, intelligent bodies and other applications exceeds 90%, the smart economy has become an important growth pole for China's economic development, and the promotion of technological universality and sharing of results. By 2035, China will have fully stepped into a new stage of intelligent economy and intelligent society development, providing strong support for the basic realization of socialist modernization.

II. Accelerating the implementation of key actions

(i) "Artificial intelligence plus" science and technology

1. Accelerate the process of scientific discovery. Accelerate the exploration of a new scientific research paradigm driven by artificial intelligence, and accelerate the process of major scientific discoveries "from 0 to 1". Accelerate the construction and application of scientific models, promote the intelligent upgrading of basic scientific research platforms and major scientific and technological infrastructures, create open and shared high-quality scientific datasets, and improve the level of cross-modal complex scientific data processing. Strengthening the interdisciplinary leading role of artificial intelligence and promoting multidisciplinary integration and development.

2. Drive innovation in technology research and development mode and improve efficiency. Promote the integrated and synergistic development of AI-driven technology research and development, engineering realization and product landing, accelerate the "1 to N" technology landing and iterative breakthroughs, and promote the efficient transformation of innovation results. We will support the popularization and application of intelligent R&D tools and platforms, strengthen the synergistic innovation of AI and technologies in the fields of biomanufacturing, quantum technology, and sixth-generation mobile communication (6G), so as to support the landing of scenarios and applications with new scientific research results, and pull breakthroughs in scientific and technological innovations with new application demands.

3. Innovate research methods in philosophy and social sciences. We will promote the transformation of the research methods of philosophy and social sciences into a human-machine cooperative mode, explore the establishment of a new type of philosophy and social sciences research organization adapted to the era of artificial intelligence, and expand research horizons and observation perspectives. We will conduct in-depth research on the deep-rooted impact and mechanism of AI on human cognitive judgment and ethical norms, explore the formation of a theoretical system of intelligence for the good, and promote AI for the betterment of mankind.

(ii) "Artificial Intelligence +" industrial development

1. Cultivate intelligent native new modes and new business forms. Encourage enterprises in a position to do so to integrate artificial intelligence into strategic planning, organizational structure, business processes, etc., promote the intelligent development of all elements of the industry, assist the transformation and upgrading of traditional industries, and open up new tracks for the development of strategic emerging industries and future industries. Vigorously develop intelligent native technologies, products and service systems, accelerate the cultivation of a batch of intelligent native enterprises whose underlying architectures and operation logics are based on AI, explore brand-new business models, and give rise to intelligent native new business models.

2. Promote the intelligent development of all industrial elements. Promote the intelligent linkage of all elements of industry, and accelerate the application of artificial intelligence in design, pilot, production, service and operation. Efforts will be made to enhance the artificial intelligence literacy and skills of all employees, and promote the formation of more reusable expert knowledge in various industries. Accelerate industrial software innovation and breakthroughs, and vigorously develop intelligent manufacturing equipment. Promote intelligent collaboration in the industrial supply chain and strengthen adaptive supply and demand matching. Promote AI-driven production process optimization methods. Deepen the integration and application of artificial intelligence and the industrial Internet, and enhance the intelligent perception and decision-making and execution capabilities of industrial systems.

3. Accelerate the transformation and upgrading of agricultural digital intelligence. Accelerate artificial intelligence-driven breeding system innovation and support intelligent applications in planting, breeding and other agricultural fields. Vigorously develop intelligent agricultural machinery, agricultural drones, agricultural robots and other intelligent equipment, improve the intelligent perception, decision-making, control, operation and other capabilities of agricultural production and processing tools, and strengthen the platform-based and intelligent management of agricultural machinery and tools. Strengthen the application of artificial intelligence in agricultural production management, risk prevention and other fields, and help farmers improve their production and management capabilities and levels.

4. Innovate new modes of service industry development. Accelerate the evolution of the service industry from digitally-enabled Internet services to intelligent-driven new service modes, expand the scope of business, and promote the new development of the modern service industry in the direction of intelligence. Explore new modes of combining unmanned and manual services. In the fields of software, information, finance, commerce, law, transportation, logistics and trade, promote the wide application of new-generation intelligent terminals and intelligent bodies.

(iii) "Artificial Intelligence +" Consumption Enhancement

1. Expand new scenarios for service consumption. Cultivate intelligent services with wider coverage and richer content, accelerate the development of intelligent native applications such as efficiency-enhancing and companion-enhancing applications, and support the opening of new entrances to services such as intelligent assistants. It will strengthen the construction of smart consumption infrastructure, improve the quality of entertainment, e-commerce, housekeeping, property, travel, pension, childcare and other life services, and expand new service consumption scenarios such as experiential consumption, personalized consumption, cognitive and emotional consumption.

2. Cultivate new forms of product consumption. Promote the "intelligent connection" of intelligent terminals, cultivate an intelligent product ecology, vigorously develop new-generation intelligent terminals such as intelligent Internet-connected vehicles, artificial intelligence cell phones and computers, intelligent robots, intelligent homes and intelligent wearable devices, and create an integrated and scene-covering intelligent interactive environment. Accelerate the integration of artificial intelligence with meta-universe, low-altitude flight, additive manufacturing, brain-computer interface and other technologies and product innovation, and explore new forms of intelligent products.

(iv) "Artificial Intelligence +" for People's Well-being

1. Create smarter ways of working. Actively play the role of artificial intelligence in creating new jobs and empowering traditional jobs, explore new organizational structures and management modes of human-machine collaboration, foster the development of intelligent agents and other innovative work forms, and promote their application in labor-scarce, environmentally high-risk and other jobs. Strongly support the development of AI skills training to stimulate AI innovation and entrepreneurship and re-employment. Strengthening employment risk assessment of AI applications, guiding innovation resources to tilt in the direction of high employment creation potential, and reducing the impact on employment.

2. Promoting more effective learning styles. Integrate artificial intelligence into all elements and processes of education and teaching, innovate new modes of human-computer collaboration in education and teaching, such as intelligent learning companions and intelligent teachers, and promote a shift in human education from knowledge transfer to competence enhancement, so as to accelerate the realization of large-scale tailored teaching, improve the quality of education, and promote educational equity. We will build an intelligent interactive learning mode and promote independent learning with more flexible methods and richer resources. Encourage and support all people to actively learn new knowledge and technologies of artificial intelligence.

3. Creating a better quality of life. We will explore the promotion of high-level resident health assistants for all, orderly promote the application of artificial intelligence in assisted diagnosis and treatment, health management, medical insurance services and other scenarios, and significantly improve the capacity and efficiency of primary medical and health services. Promote artificial intelligence to show greater role in flourishing cultural production, enhancing cultural dissemination and promoting cultural exchanges, and utilize artificial intelligence to assist in the creation of more cultural content with Chinese cultural elements and logos, and to grow the cultural industry. Give full play to the important role of AI in weaving close interpersonal relationships, providing spiritual comfort and companionship, providing care for the elderly and the disabled, and promoting national fitness, etc., expand the application of AI in the whole life cycle of a "good house", and actively build a warmer and smarter society.

(v) "Artificial intelligence +" governance capabilities

1. Create a new picture of man-machine symbiosis in social governance. Promote the intelligent transformation and upgrading of municipal infrastructure in an orderly manner, explore urban planning, construction and governance geared to the development of new-generation intelligent terminals, and enhance the level of urban operation intelligence. Accelerate the extension of AI products and services to the countryside, and promote urban and rural intelligence for all. Conduct in-depth social experiments on artificial intelligence. Safely, steadily and orderly promote the application of AI in the field of government affairs, and create a new mode of government services with precise identification of needs, proactive planning of services, and intelligent handling of the whole process. Accelerate the application of AI in all kinds of public resource bidding and tendering activities, and improve the level of intelligent transaction services and supervision.

2. Create a new pattern of pluralistic and shared governance in security governance. We will promote the construction of a multi-dimensional public security governance system for natural persons, digital persons and intelligent robots, strengthen the application of artificial intelligence in the supervision of production safety, disaster prevention, mitigation and relief, public security early warning, social security management, etc., enhance the level of monitoring and early warning, supervision and law enforcement, command and decision-making, on-site rescue, social mobilization, etc., and enhance the ability to apply artificial intelligence in the maintenance and shaping of national security. It has accelerated the promotion of AI-enabled cyberspace governance, and strengthened the ability to accurately identify information, proactively study and judge situations, and deal with risks in real time.

3. Painting a new picture of ecological governance for a beautiful China. It will improve the level of integrated dynamic sensing of air, space, land and sea and intelligent planning of land space, and strengthen the optimal allocation of resource elements. Focusing on multi-factor ecological systems such as the atmosphere, water, ocean, soil and biology, as well as the construction of the national carbon market, we will enhance the ability of monitoring and forecasting, simulation and projection, and problem disposal driven by artificial intelligence, and promote the construction of an intelligent and coordinated mode of precise governance.

(vi) "Artificial intelligence plus" global cooperation

1. Promote the universal sharing of artificial intelligence. Treat artificial intelligence as an international public good for the benefit of humankind, and create an open ecology of artificial intelligence capacity building that is affirmative, mutually trustworthy, pluralistic and win-win. We will deepen high-level openness in the field of artificial intelligence, promote the open-source accessibility of artificial intelligence technologies, strengthen international cooperation in the fields of computing power, data and talents, help countries in the global South to strengthen their artificial intelligence capacity building, and help them participate in the process of intelligent development on an equal footing, so as to bridge the global intelligence divide.

2. Co-construct a global governance system for artificial intelligence. We support the United Nations in playing the role of main channel in global governance of artificial intelligence, exploring the formation of a governance framework with broad participation of all countries, and jointly addressing global challenges. We will deepen exchanges and cooperation with international organizations and professional institutions, and strengthen the docking and coordination of governance rules and technical standards. We will jointly study and actively respond to the risks of AI applications, and ensure that the development of AI is safe, reliable and controllable.

III. Strengthening basic support capacity

(vii) Enhancing modeling infrastructure capabilities. Strengthen research on basic theories of artificial intelligence, and support multi-path technology exploration and model infrastructure innovation. Accelerate research on more efficient model training and reasoning methods, and actively promote the synergistic development of theoretical innovation, technological innovation and engineering innovation. Explore new forms of model application, improve complex task processing capability, and optimize interaction experience. Establish a sound model capability assessment system to promote effective iterative enhancement of model capability.

(viii) Strengthening data supply innovation. Continuously strengthen the construction of high-quality datasets for artificial intelligence in an application-oriented manner. Improve the data property rights and copyright system suitable for the development of AI, and promote the openness of copyrighted content formed by public finance-funded projects in compliance with the law. Encourage the exploration of data cost compensation and revenue sharing based on the degree of value contribution to strengthen data supply incentives. It will support the development of data labeling, data synthesis and other technologies, and foster the growth of data processing and data service industries.

(ix) Strengthening the coordination of intelligent computing power. It will support the innovation of artificial intelligence chips and the cultivation of enabling software ecosystems, and accelerate the technological breakthroughs of ultra-large-scale intelligent computing clusters and the implementation of projects. Optimize the layout of national intelligent computing resources, improve the national integrated computing power network, give full play to the role of the national hub of "East Computing and West Computing", and increase the synergy of resources such as mathematics, computing, electricity and networks. It will strengthen the interconnection and matching of supply and demand of smart computing power, innovate the operation mode of smart computing power infrastructure, encourage the development of standardized and scalable computing power cloud services, and promote the supply of smart computing power to be universally accessible, economically efficient, green and safe.

(j) Optimize the environment for application development. Layout and build a number of national pilot bases for AI applications, and set up common platforms for industrial applications. Promote the intelligent transformation of software and information service enterprises, and reconfigure product forms and service modes. Cultivate AI application service providers, develop "model-as-a-service" and "intelligent body-as-a-service", and build AI application service chains. Improve the guidelines for the construction of AI application scenarios, openness evaluation and incentive policies, and improve the trial-and-error tolerance management system for applications. Strengthen intellectual property protection, transformation and collaborative application. Accelerate the development of AI standards in key areas, and promote cross-industry, cross-field and international standardization.

(xi) Promote the prosperity of open-source ecology. Support the construction of AI open-source communities, promote the convergence and openness of models, tools and datasets, and cultivate high-quality open-source projects. Establish and improve the evaluation and incentive mechanism for AI open source contributions, and encourage universities to incorporate open source contributions into the certification of student credits and recognition of teachers' achievements. Support enterprises, colleges and universities, research institutions and other organizations to explore new modes of inclusive and efficient open source application. Accelerate the construction of a globally open open source technology system and community ecology, and develop open source projects and development tools with international influence.

(xii) Strengthen the construction of talent teams. We will promote the education of artificial intelligence and general education for the whole society, improve the layout of disciplines and specialties, intensify the cultivation of high-level talents, build a new model for the training of leading talents, strengthen the construction of teachers, and promote the integration of industry and education, interdisciplinary training and international cooperation. Improve the diversified evaluation system in line with the professional attributes and job characteristics of AI talents, give better play to the role of leading talents, give more room for young talents to show their talents, and encourage the active exploration of "no man's land" in AI. Support enterprises to standardize the use of equity, options and other medium- and long-term incentives to attract, retain and utilize talents.

(xiii) Strengthening the protection of policies and regulations. Improve the system of assessment, evaluation and risk supervision of state-owned capital investment in the field of artificial intelligence. Increase financial and fiscal support in the field of AI, develop and expand long-term capital, patient capital and strategic capital, improve risk sharing and investment exit mechanisms, and give full play to the role of financial funds, government procurement and other policies. Improve AI laws and regulations, ethical guidelines, etc., and promote legislation related to the healthy development of AI. Optimize the AI-related safety assessment and record management system.

(xiv) Enhancing the level of security capabilities. Promote the construction of safety capabilities for modeling algorithms, data resources, infrastructure, application systems, etc., guard against risks brought about by modeling black boxes, illusions, algorithmic discrimination, etc., strengthen forward-looking assessment and monitoring and disposal, and promote AI applications that are compliant, transparent, and trustworthy. It has established a sound system of AI technology monitoring, risk warning and emergency response, strengthened government guidance and industry self-regulation, adhered to inclusion and prudence, classification and grading, and accelerated the formation of a dynamic, agile and multifaceted collaborative AI governance pattern.

IV. Organization and implementation

Adhere to the Party's leadership in the whole process of "artificial intelligence +" action. The National Development and Reform Commission should strengthen coordination and promote the formation of synergy. Each region and each department should closely combine the actual, according to local conditions to grasp and implement, to ensure that the implementation of the effect.
